I am no expert in advertising, but it seems to me when a company sets out to market their brand they not only want it to be a memorable image, but also one that is positive.
I realize that annoying commercials are often the ones people talk about over and over again. However, people are also often emotional consumers. They will go to a place that makes them feel good - not somewhere that grates on their every nerve.
I can forgive the solitary bad commercial produced by a company, but places that run a series of annoying commercials are enough to make me boycott the establishments. In fact, I usually won't even sit through the commercial. If they were going to tell me something that I might have found useful, they lost the chance because of their past commercials.
With DVRs, satellite radio and iPods, it's hard enough to get consumers to listen to commercials at all - at least make them entertaining enough to hold my attention.
Most annoying commercials (in no particular order):
Sit N Sleep
Carl's Jr.
Vonage
Mortgage/Lending Commercials
